Abstract
Pegawai Negeri Sipil (PNS) are employees who are recruited and have met the requirements who are then inaugurated to carry out the assigned state duties. The importance of carrying out the duties and roles of Pegawai Negeri Sipil (PNS) in the government environment for the state, it is necessary to provide support in the form of maintenance, protection and efforts to improve welfare as well as for their families. So with that, it is expected to increase productivity and work effectiveness. The formation of social security is in the form of a program organized by the government, namely the pension program. The program aims to provide welfare when Pegawai Negeri Sipil (PNS) have retired by providing financial guarantees which are also known as pension funds. In making the payment of the pension fund, it is necessary to carry out several payment service procedures to participants. Based on the procedures carried out, it aims to find out the parties involved, document requirements, flow procedures and obstacles in implementing the procedure. The research design used is descriptive research, while the method used is interviews and documentation. The results of the study can be seen that there are various parties involved in each method of paying the first pension funds of Taspen participants. In addition, there are seven kinds of documents that must be completed. After the document is submitted, at that time the procedure will run according to the payment method requested by the participant. In addition, there are also obstacles that occur when the procedure is running. To overcome these obstacles, also discussed about the solutions implemented by PT. Taspen (Persero) to overcome these obstacles. Keywords: first pension fund, procedure and participant
