Abstract
This study aims to determine the public perception of public services Dispendukcapil Surabaya (Framing Good Governance), which has not been known to be associated principles of transparency, accountability, responsibility, fairness / equality, efficient and effective. This research is a qualitative descriptive study respondents people of Surabaya. Respondent with incidental sampling. The data analysis technique used is the analysis of qualitative data. Data was collected by observation, interview, and documentation. The validity of the data used is the technique of triangulation method. These results indicate that the public perception of service users E-KTP card in Surabaya city Dispendukcapil states that service providers still unsatisfactory on several principles. Some of the principles that affect public services in Dispendukcapil city of Surabaya, the principle of transparency (ease of access to information and the procedure is easy), accountability (responsibility to employees on performance, behavior, and ethics), principles of fairness / equality (not discriminate in providing services and facilities infrastructure). Increased Dispendukcapil service providers in the city of Surabaya can be more responsive manner and respond to the public when many visitors and increase the number of blank E-KTP card to be timely in providing services.
