Abstract
The development of digital technology has encouraged government institutions to improve public services through information system transformation. One of the services that still experiences administrative obstacles is the loss reporting service at the Integrated Police Service Center (SPKT) of East Java Regional Police. The reporting process is still carried out manually, causing long queues, delays in service, errors in data recording, and difficulties in tracking report status. This study aims to design and develop a web-based loss reporting application using the Laravel framework with the Waterfall development method. The system was developed through stages consisting of requirements analysis, system design, implementation, testing, and evaluation. The application provides online loss reporting services, user authentication with OTP verification, digital approval processes, automatic notifications, and tracking status features. The technologies used include Laravel 11, MySQL database, Bootstrap framework, and XAMPP as the development environment. System testing was carried out using Black Box Testing and System Usability Scale (SUS) methods. The results showed that the developed system was able to improve administrative efficiency, reduce manual recording errors, accelerate service processes, and improve transparency in issuing Loss Report Certificates. The implementation of this system is expected to support digital transformation in police public services and improve the quality of administrative services at SPKT Polda Jawa Timur.
