Abstract
This study aims to obtain information and empirical evidence of the existence of the people’s welfare through the analysis of the human development index. The populations of this study are all of regencies/cities of East Java Province in period 2015-2017. The samples is 114 regencies/cities that meet the criteria to be used as research samples. The method used is quantitative method with WrapPls 6.0 version. The result show that the Regional Original Revenue (PAD) and the Balancing Fund have positive effect on Peoples Walfare, while Regional Expenditure does not effect the People’s Walfare. Keyword: Regional Original Revenue, Balancing Fund, Regional Expenditure, People’s Walfare, and Human Development Index.
