Abstract
This study aims to find out how the actors' understanding of their experiences is directly involved in fulfilling SOPs ranging from ordering to releasing goods in PDAM Surya Sembada, Surabaya. This researcher examines the application of SOPs for the receipt and release of goods. Phenomenology studies are used as an approach where the data obtained is in accordance with the reality that occurs in the field. Data obtained from interviews, observations and documentation are then analyzed in depth. The results of the study indicate that the implementation of SOP discipline in the field is in accordance with the SOPs that are noisy. Another finding is that there are a number of things happening on the ground and there are no regulations that govern them. However, SOPs in the receipt and release of goods need to be introduced further to avoid a lack of communication. Key words: Standard Operating Procedure (SOP), Diamond Fraud Theory.
