Abstract
Before regional autonomy policy, local government finances are still very dependent of the central government. Regional autonomy require areas to manage and develop the potential of the region to finance development. Hopes in the future dependence has been reduced. The purpose of this research is analyzing financial performance local government before and after regional autonomy. This study is located in the city of Surabaya. The data used, financial data in the city of Surabaya 1996 until 2003. Descriptive research method used, using several financial ratios. The results showed that the government city Surabaya before regional autonomy and after regional autonomy is decreasing. A factor causing the decrease is revenue especially taxes and retribution.
