Abstract
Most of Provinces in Indonesia are still used allocation of capital expenditure with the proportion less than 25 percent. The purpose of this research was to determine the effect of local dependency ratio, independence of the region ratio, efficiency ratio, and fiscal space ratio of allocation capital expenditure on East Java. Samples in this research used 38 of districts and municipals of East Java on 2011-2013 and used Regression Analysis. The results showed that local dependency ratio has a negative and significant effect on allocation of capital expenditure. The indepedence of the region ratio has a positive and significant effect on allocation of capital expenditure. The efficiency ratio has a negative and significant effect on allocation of capital expenditure. And fiscal space ratio has a positive and significant effect on allocation of capital expenditure.
