Abstract

The purposes of this study are to examine and provide empirical evidence of the effect of organizational commitment, personal cost, attitude toward whistleblowing, perceived behavior control and the impact of organizational support in influencing there relationship on whistleblowing intention. The populations of this study are civil servants (PNS) from the financial department in Surabaya Municipal Government. The sample of this study were 200 respondents, obtained using the convenience sampling. Questionnaire data from this study is analyzed using the WarpPLS. The result shows that organizational commitment, personal cost, attitude toward whistleblowing and perceived behavior control significantly effect on civil servant's whistleblowing intention. Organizational support is proven to moderate personal costs, attitudes and perceived behavior control on whistleblowing intention. These findings help to obtain an insight regarding the determinants of whistleblowing intention and the policy that can improve whistleblowing intention.
