Abstract
The purpose of this study was to determine how effective financial programs inclusive as a program that seeks the introduction of financial services banking to MSMEs in Surabaya, analyzing developments perceived SME users financial services banking or not, find out the reason and perception SME service users or not the banking financial services. This research is a qualitative research with phenomenological approach. Data collection techniques or information is by way of interviews, and observation. Limitations in this study are some of the SMEs in Surabaya good conduct in banking and finance is not, as well as SMEs in all sectors. The conclusions of this study, that some programs that are inclusive finance in Boost by the government have applied but have not been effective. Evident of some SMEs that have not been funded by a loan and stating that the lack of approach between the banks and SMEs. Development of a business is not determined where the capital gain, rather than good management, as well as some things that make small businesses are reluctant to make loans in bank capital is the perception complicated and difficult when using a loan from a bank (the lack of education on financial services).
