Abstract
Service Advances are funds used to finance expenditures for company needs at PT Kereta Api Indonesia (Persero) Operation Area 8 Surabaya. Service Advances consist of Fixed Service Advances (UMDT) and Temporary Service Advances (UMDS). The creation of smooth implementation can be done by applying procedures. Procedures can provide clear work guidelines and prevent errors and irregularities from occurring. The objectives to be achieved in this study are to analyze the procedures, sanctions, and constraints on the implementation of the Fixed Service Advances (UMDT) and Temporary Service Advances (UMDS). Data collection techniques used are observation, interviews, and documentation. Based on this research, several things were produced, including the procedures for implementing Fixed Service Advances (UMDT) and Temporary Service Advances (UMDS) at PT Kereta Api Indonesia (Persero) Operation Area 8 Surabaya in accordance with the Regulation of the Directors of PT Kereta Api Indonesia (Persero) Number: PER.U/KF.101/III/1/KA-2019 but there are still many errors and inconsistencies in the submission documents and accountability of funds so that they can hinder the smooth implementation process and be subject to sanctions in accordance with applicable regulations.
