Abstract
The saving behavior has become prevailing issue nowadays. Saving aims to save money and manage finances well so that it can be useful for the future. This study aims to examine the relationship between Financial Literacy, Income, and Locus of Control External on Saving Behavior. The sample consists of 168 civil servants in Surabaya in which they were taken by means of Purposive Sampling. The characteristic of respondents such as they work in Surabaya and they had been a civil servants >1 year. This research found that direct effect on Saving Behavior by Financial Literacy. Income no direct effect on Saving Behavior, and Locus of Control External not mediates the effect of Financial Literacy on Saving Behavior.
