Abstract
Before the regional autonomy policy in place, local government finances are still very dependent of the central government. Regional autonomy requires regions to manage and develop the full potential of theregion to finance development. Hope that in the future, reliance on central dwindle. The purpose of this thesis is to investigate the financial performance of local government before and after decentralization. This study is located in the district of Lamongan. The data used, the financial data in the District Lamongan budget fiscal year 1995 to 2004. Descriptive research method used, using several financial ratios. The results showed that based on the ratio of the Regional Financial Independence experiencing financial performance differences. Degree of Fiscal Decentralization ratio of PAD and BHPBP not experiencing financial performance differences. Fiscal Effort Ratio is not experiencing financial performance differences. Growth ratio of revenue (PAD), Total Local Revenue (TPD), Shopping Routine (BR), Development Expenditures (BP), experience the difference of financial performance.
