Abstract

The Health Quarantine of Surabaya carries out ship inspections to prevent the entry and spread of diseases and public health risk factors through points of entry. However, inspection data were managed manually or semi-digitally, causing repetitive data entry, reporting delays, and difficulties in tracking information. This study aims to design and develop an integrated web-based Ship Inspection Monitoring Information System that also supports officers’ official travel administration. The system was developed using Rapid Application Development (RAD), consisting of requirement planning, design workshop, and implementation. Data were collected through observation, interviews, and document analysis. The system was built using Laravel, PHP, and MySQL and tested using black-box testing and User Acceptance Testing (UAT). The resulting system, SIMAPKA, integrates ship data, employee data, assignment letters, ship inspections, activity reports, documentation, official travel, verification, document printing, and a monitoring dashboard. Black-box testing recorded 48 valid scenarios out of 48, while UAT involving five respondents achieved 86.4%. The implementation reduced report preparation time from approximately 2–4 hours to 10–15 minutes during trials. These results indicate that SIMAPKA supports more effective, consistent, and integrated management of ship inspection activities. Keywords: ship inspection, information system, monitoring, Laravel, rapid application development, official travel.
