Abstract

Government has undergone many fundamental changes in the financial management area since implementing regional autonomy in 2001. Good financial management area requires not only reliable human resources but also to be supported by adequate local financial capacity. One is related to human resources, funds and other resources.Some areas are classified as the area is fortunate to have a potential source of revenue, which comes from taxes, levies etc., that can be used as a source of regional revenue. Autonomy can cause problems of its own in light of the demands of the independence of a region. Therefore, local governments are required to optimize any potential possessed by a region in terms of both revenue that local revenue and expenditure in the form of capital expenditures in order to avoid fiscal stress conditions that cause instability reception area.The purpose of this study was to see how the influence of fiscal stress on the growth of Revenue and Capital Expenditure in the province of East Java.The method used in this study is simple regression method, and the results of this analysis indicate that the fiscal stress very positive effect on Revenue and Fiscal stress has no effect on capitalexpenditures.
