Abstract

The management and monitoring of Non-Tax State Revenue (PNBP) constitute an important aspect in supporting the accountability and effectiveness of state financial management, particularly within the Directorate of Vital Object Security (Ditpamobvit) of the East Java Regional Police. However, the processes of recording, processing, and reporting PNBP data that are still conducted manually and fragmented across organizational units result in limitations in providing accurate, timely, and integrated information. This condition affects the suboptimal performance of internal monitoring functions as well as data-driven decision-making. Therefore, the design of a web-based PNBP monitoring information system is required to integrate data management processes in a structured and systematic manner. This study aims to design and develop a prototype of a web-based PNBP Monitoring Information System at Ditpamobvit of the East Java Regional Police using the Laravel framework. The system development method employed in this research refers to the System Development Life Cycle (SDLC) Waterfall model, which includes the stages of requirements analysis, system design, prototype implementation, as well as testing and evaluation. The designed system provides features for PNBP data management, revenue data input, monitoring through dashboards, data recapitulation, and report generation that can be accessed by users according to their access rights. System testing was conducted using the Black Box Testing method to examine the conformity of system functions with predefined requirements. In addition, usability evaluation was carried out using the System Usability Scale (SUS) method to measure the level of system usability from the users’ perspective. The results of the testing indicate that the prototype system is capable of performing its main functions in accordance with the designed specifications. Usability evaluation shows that the system falls into the good category, indicating that the prototype system is relatively easy to use by users. Based on these results, it can be concluded that the design of the web-based PNBP Monitoring Information System has the potential to support improvements in the effectiveness of internal monitoring and PNBP data management and can serve as a basis for further system development at the subsequent implementation stage.
