Abstract

ABSTRACT Community Health Centers (Puskesmas) play a crucial role as primary healthcare providers in Indonesia. In facing the increasing public demands for service quality, employee performance becomes a key determinant of organizational success. This study aims to analyze the influence of transformational leadership style as well as training and development on employee performance at a Puskesmas in Surabaya, with work motivation as a mediating variable. A quantitative approach was employed using the SEM-PLS method with 135 respondents selected through a census technique. Data were collected through questionnaires and analyzed using SmartPLS version 4. The results indicate that transformational leadership (β = 0.360; t = 4.163) and training and development (β = 0.301; t = 4.065) have a positive and significant effect on employee performance. Both variables also enhance work motivation, which in turn positively impacts performance (β = 0.313; t = 2.889). Work motivation mediates the effect of leadership (β = 0.167) and training (β = 0.130) on performance. Therefore, performance improvement can be achieved through empowering leadership styles and continuous training that foster employees’ intrinsic motivation to deliver quality healthcare services.
