Abstract
This study examines the mediating role of work motivation in the relationship between talent management and compensation with employee performance in Community Health Center (in Indonesia terminology is called Puskesmas) in Surabaya. How to enhance performance is a crucial aspect for increasing public satisfaction and public service organization. Effective talent management and compensation are identified as important factors in improving employee performance, but less research focused on the mechanism of their influence through work motivation. This research fills this gap by analyzing the mediating role of work motivation in this relationship, providing new insights into the dynamics of employee performance. This research uses a quantitative approach with a survey design. Data was collected from employees of Puskesmas in Semampir District, Surabaya, and analyzed using statistical techniques to test the mediating hypotheses. The findings reveal that both talent management and compensation significantly enhance employee performance directly and indirectly by boosting work motivation. These results underscore the critical role of motivation in strengthening the impact of HR practices on performance. Effective talent management combined with fair compensation systems can improve healthcare service quality by fostering motivated and high-performing staff. The study recommends healthcare managers prioritize these HR strategies and suggests further research to explore additional mediators and broader contexts.
