Abstract
Scholarships are a form of support provided by universities to new students who demonstrate academic and non-academic potential. However, the selection process often requires complex considerations and time-consuming evaluations. This study aims to design and develop a decision support application for selecting scholarship recipients among new students at Universitas Hayam Wuruk Perbanas Surabaya. The Simple Additive Weighting (SAW) method is used as the decision-making approach due to its ability to produce accurate results by evaluating various predefined criteria, such as academic achievement, economic background, and non-academic activities. The application is designed as a web-based system with a user-friendly interface to ensure efficient access for the selection committee. System testing results show that the application effectively supports the selection process in an objective, transparent, and time-efficient manner. With this application, the scholarship selection process is expected to become more structured and fair for all prospective recipients.
