Abstract
This study investigates the impact of digital leadership on employee performance, emphasizing the mediating roles of creativity and innovative work behavior among civil servants in the Surabaya City Government. The study employs a quantitative approach using questionnaire sampling, with data analyzed through Structural Equation Modeling (SEM) using SmartPLS. The findings indicate that digital leadership has a significant positive influence on employee creativity and innovative work behavior, which in turn enhance job performance. Moreover, creativity and innovative behavior serve as partial mediators in the relationship between digital leadership and employee performance. These results highlight the importance of fostering digital leadership competencies to stimulate employee innovation and optimize performance. The study provides managerial implications for government institutions seeking to improve public service efficiency through digital transformation and employee empowerment.
